They typically involve strategies to identify a 14 victim, strategies to have access and to isolate the victim. 15 So for example, many offenders put themselves purposefully in 16 situations where they're going to have a great deal of access, 17 whether that's a boy scout troop or a school setting or that 18 type of thing, a coach. And then there are various coercive 19 and manipulative strategies that are utilized to develop a 20 relationship of trust, prosocial behaviors, things that might 21 be gift giving or letting the child know how special they are, 22 showering the child with affection.
